Brambles obstructing more than 50% cycle way

As you travel south on the cycleway from Warninglid towards Jeremys Corner, just prior to the large road sign, there is a growth of brambles that is obstructing more than 50% of the paved surface area.

I have seen that vegetation maintenance has taken place, the grass has been cut and some of the hedges have been cut back. I don't understand why this obstruction has not been rectified? I would also like to query why this obstruction hasn't been highlighted in the weekly inspections that take place by your inspector despite it being a clear issue.
