Litter and speeding on M66 northbound

Sent to National Highways less than a minute later. FixMyStreet ref: 7966998.

On the motorway there was a female driver and male passenger roughly early twenties the passenger opened his window and threw a big bag of takeaway litter directly onto the motorway causing the car behind to swerve and then the driver was speeding at around 83mph and driving recklessly.
