Pedestrian underpass at Sandy Lane, Bean, Kent

Sent to National Highways less than a minute later. FixMyStreet ref: 7940878.

Form Kent County Council Public Rights of Way Team. We have received a report via our Highways Department that the bollards that prevent vehicle access through the underpass at either end have been cut out to allow vehicle access (other similar infrastructure on the rest of the old Sandy Lane has also been removed). There are temporary temporary concrete Kelly blocks at one end, restricting access, so you may well be aware of this issue. We (the public rights of way team) have not received any complaints that this is causing an issue for walkers, so we are just passing on the report for action, if you wish. The report to us also referred to a lack of lighting in the underpass. Our team have no facilities for installing and maintaining lighting and the Highways Streetlighting Team will not install lights on public rights of way, so I am just passing this comment on in case you wished to consider installing lighting yourselves.

    Following an inspection of the site, we can confirm that there are three sets of two bollards, and in each set, one bollard has been cut down. It also appears that concrete blocks were previously placed on the northern side of the structure to prevent vehicle access to the underpass. While the underpass structure is owned by National Highways, the right of way is vested with the local authority, which is responsible for its maintenance.

    With regard to lighting, there are built-in lighting assets within the structure that are currently not operational. These are ours to maintain. This issue has been raised with our teams, who will investigate whether the lighting can be restored. At present, we are unable to provide a specific timeframe. Whilst we always aim to complete repairs as quickly as possible, timescales can vary depending on the complexity of work required to rectify the issue.
