Phasing not right on junction 3 m27

Sent to National Highways less than a minute later. FixMyStreet ref: 7931111.

Phasing is not right . You have green light but cannot go as traffic is still stationary waiting at next set. When that traffic starts to clear you then go back to red. This happened a month or so ago , then got rectified but this problem has returned. This causes huge tailbacks on m271 north and the whole junction is stationary from 15.30pm onwards.
