Trees Growing in Central Reservation

Going north from J9 of M42 for many miles trees are growing in the central reservation. I assume the trees have seeded naturally and are not part of some eco-project. As the trees continue to grow they will pose an increasing safety risk. Can a H&S inspection be carried out followed by some long overdue maintenance. A general point for all verge-side road signs. Can they be kept clear of vegetation so they can be read from a reasonable distance.
