New Fencing - sound barrier dropping out

Sent to National Highways less than a minute later. FixMyStreet ref: 7881201.

The new sound barrier that has been erected in the past few months has several panels dropping out and large gaps appearing. There is also graffiti all over both ends - why can't access be restricted with additional fencing to close if of to trespassers ?
