Supposed Barrier damage

Why are there 40 and 50 MPH speed limits in place on this stretch of dual carriageway for over 2 months now awaiting a tiny stretch of barrier repair. Why isn't the barrier fixed immediately instead of this chaos?

I appreciate your concerns and frustrations with the speed restrictions, please accept our apologies for any inconvenience this has caused you. It’s never our intention to inconvenience road users on our network unnecessarily.
We do recognise that there is never a good time to carry out roadworks and I understand how frustrating it can be. Traffic restrictions on large sections of a major road are disruptive and it’s not a decision we take lightly however, in some locations it’s the only way to safely carry out work needed to keep our roads operating safely.
On the A27 in this area, a temporary speed limit has been installed until repairs to a damaged parapet can be completed. The reduction in speed is to avoid any further accidents involving the public or any more damage to the parapet. We’re looking to complete a permanent repair at the earliest opportunity.
Our network requires ongoing maintenance and upgrades, and we do in fact look to minimise any disruptions where possible through overnight and weekend closures when the roads are quieter.
I can appreciate you may not have seen workers regularly where works are, there are legitimate reasons for apparent inactivity; sometimes it is not safe or practical to regularly remove and replace complex cone layouts for short periods of time in a high-speed traffic environment.
Some of our work will not be visible or obvious to drivers but requires speed restrictions for the safety of road users and road workers. Also, to avoid further disruption to the public a lot of our work is undertaken at night. This is due to the requirements such as lanes closures for our work to commence, which is why you may not see contractors working during the day.
Safety is our priority and in cases where we cannot do an immediate and permanent repair, we have to ensure that measures such as speed restrictions are put in place until we can.
