HUGE bubbles in tarmac, significant impact!

There are two tall bulges in the road surface which caused a very harsh impact, they're steeper than any speedbumps and this is a 70mph road. They are roughly in the middle of the two lanes when travelling from the northern entrance to the south. Has been present since last week but didn't see them until today when I was able to get a better look.

I am witnessing cars hitting it every single day, I have hit it myself last week which damaged my car's suspension. This needs to be treated with urgency.
