Traffic light timings

I have driven this route for 15 years to oxford travelling on the M40 from Junction 10 to Junction 9. However, over the last few months the traffic has got much much worse. This all started after the traffic lights on the junction 9 roundabout the A41 A34 wear one morning completely off. I'm sure it was since then when they were fixed, the timing has completely changed. They noticeably changed off green very quickly, this is not letting the traffic come off the motorway at the pace it needs to in the mornings. Most mornings now the traffic queues from Junction 9 back to Junction 10, it was never this bad unless there was an accident to be fair it always flowed very well. This is noticeably added up to 10 minutes on my journey to work on a route that usually only took 25 minutes total. Traffic is stopped starting so hard that I've seen several cars which have hit the back of Cars (this could be down to poor driving) but in the previous 15 years I've never seen so many accidents. Please could you look at the timing of the traffic lights and set them back to at least what they were before as they were never an issue and the traffic flow now is just very poor causing these very big tailbacks for everyone.
