Blocked watercourse

Good afternoon, there is a blocked drain/watercourse which is causing flooding to the passage under the M67 underpass. The flooding is emerging from a manhole which is a brown sludgy substance. The issue does not appear to be linked to the weather. https://what3words.com/ closer.mute.motel

UU have attended and believe the issue is from a blockage underneath the M67.
