My driveway is blocked

Good evening, I sat for 40minutes waiting to get out of our driveway. This is the 2nd time I’ve been impacted by the workers they block the road and no one is there to take you through the first time I had a family emergency and needed to get to hospital quickly tonight I had no access to my home on my way from work and then when I had to go back out to a client who had fallen I couldn’t leave my property they put barriers way to heavy to move. I flashed workers driving passed to get their attention they drove past me three times. This isn’t on. In an emergency how do you expect a 60 year old woman to get out. If you must block the road then people should be avaliable to help us get out I’m a carer and to not be able to get to vulnerable people because they don’t attend to you is very upsetting
