Exposed live electric cables at bottom of large road sign

The tape over the live electric cables at the bottom of the road sign has been there for many months. Now the tape has peeled off and there are exposed live electric cables poking out the bottom of the sign which can easily be touched by hand or by a dog.. This has been left in this dangerous state for nearly two weeks.
