Blockage of Public footpath and cycle way forcing pedestrians into dual-carriageway

The public footpath/cycle path along the A30 (outside Noah's Ark Mosque) has been blocked by a number of signs claiming the footpath is closed and pedestrians to use ramps provided to continue their journey on the dual-carriageway. There are no reports on Surrey County Council or National Highways of any planned roadworks/pavement works. These barriers have been in place for a number of weeks and putting pedestrians at risk by having the pathway blocked and directed into the main road.

It looks like the signs have been left after works or illegally making it dangerous for the safety of pedestrians cyclist and disabled especially and for traffic having to move from inside lane to outer lane cones on road and signs saying footpath and cycling lane closed. This is at 774 London road London bound just before bedfont roundabout
