Poorly Laid Road Surface

This road has just been re-surfaced. It is a road i use every day for my commute to work. It is great that the potholes are now gone.

The new road surface is uneven and very bumpy, infact it is awful for a new piece of tarmac. I drive a new mini with slightly harder suspension and it gives me a headache driving on this stretch of road. It is the whole 2-3 miles of new surface, not just one part.

How can new tarmac be laid with such poor quality?
