Traffic lights not phasing properly

Sent to National Highways less than a minute later. FixMyStreet ref: 7603357.

There are problems with the phasing if traffic lights at Junction 13 M4 that impacts at busy periods. As the phasing is incorrect or leads to congestion on all entry points to the round about leading to delays and trailing back onto the M4
