Disgusting state of the entire A52 Clifton Boulevard QMC to Nottingham Knight

Entire stretch is disgusting, central reservation clogged up with litter, rotting detritus and weeds. Hedgerows (which Nottingham City Council say are yours are full of litter) junctions not been swept around in years, detritus and weeds etc. The slip road at Wilford joining the A52 Eastbound needs a full road sweep, there's a rotting dead animal here too. The entire stretch needs a full sweep and clean too - rotting dead animals, detritus, old road signs, traffic cones. Weeds in the gullies... why is this road being left to rot?
