Early road notice that left lane only goes left and rifht lane goes straight

The issue here is that you sit in 15min of traffic before the road tells you that the left lane goes left, and the right lane goes right. The sign is so far forward its too late to change lanes. Due to the gridlock here daily the road sign should be duplicated up on the bridge and the road markings should tell motorists which lane to be in. Currently this is hazardous and not good enough for motorists.
