Multiple street lights are failed (not working)

Multiple street lights are failed (not working) on the A2 London bound slip road between the Crutches roundabout and the Park Pale over bridge where it joins the main A2 trunk road (What3Words locations: falls.shops.lobby to kicks.policy.beast). I first attempted to report this in April 2024, the email I received in reply stated the following:

The lighting assets following the route along the old A2 from Three Crutches up to and including the location you've highlighted are and owned by Kent County Council.

The KCC highways website clearly shows these street lights as managed by National Highways, this is backed up by your own website.

These lights are still in a failed state (not working) and have been like this for at least 18 months apart from around 10-20% that have either been repaired or upgraded to LEDs.

This slip road has an adjacent separated footpath and cycle path, it is incredibly difficult to traverse this section in either direction once the sun has set because of the darkness and oncoming traffic in particular is blinding, there is a a high risk of a collision between a pedestrian and a cyclist which would result in serious injury!

Given the number of overnight closures last year on this stretch of road (after I attempted to report it) to resurface and repaint both the carriageway and the shared paths, it is disappointing to note that the lights have still not been repaired or replaced. Please can these lights be upgraded at the earliest opportunity!

    While the boundaries between networks may sometimes overlap, not all assets are owned by National Highways. We can confirm that the first light at falls.shops.lobby is not part of our lighting infrastructure and is instead owned and maintained by Kent County Council (KCC). Additionally, the light on the roundabout with the identifier BWJO042 is also a KCC asset. For further inquiries regarding these lights, please contact Kent County Council directly, as we cannot provide comments on assets outside our maintenance scope.

    Our lighting assets begin on the slip road near the balancing pond, just before entry onto the A2 main carriageway. The first light we manage is TC123. Furthermore, we can confirm that the light at kicks.policy.beast falls within our network. Whilst we always aim to restore lighting where as soon as it's possible, timescales can vary depending on the complexity of work required to rectify the issue.
