Traffic calming measures

Yet another (very) near miss on the island outside MIRA this morning. Traffic travelling southbound towards Hinckley often doesn't slow down or stop at all at the island, making turning right into MIRA treacherous. Would it be possible to introduce some traffic calming measures, such as rumble strips on the approach, and/or some bold signage to raise awareness of the island and traffic turning into MIRA?
