Traffic light slats don't enable safe travel through the junction

Sent to National Highways less than a minute later. FixMyStreet ref: 7473454.

The traffic light slats (which I understand are there to avoid "see-through" issues) do not enable a driver to see the lights until actually at the stop line which is far too late to react and could cause safety issues associated with rear shunts. Have the slats slipped or is this intentional?
