Parking on pavement causing pedestrians to walk into busy toad

Double yellow lines. Vehicle parked on footpath blocking it almost completely.

  • Council have said that it’s a matter for surreyparkingenforcement who have then said it’s a matter for Surrey Highways. Police also can’t do anything because there are road restrictions in place so push me back to the council. I’d say it’s fight fire with fire as no one seems to care including the car owner

  • I've reported this several times the council say the surrey highways deal with it but they've responded saying they don't. So nobody is going to do anything??

  • From the council:

    "We have previously received reports of vehicles obstructing the pavement on this section of the A23.

    Having previously liaised with the Highways Team, we can confirm that the section of the A23 in question is not part of Surrey County Council’s network and is under the jurisdiction of National Highways (formerly Highways England). However, they currently do not have enforcement capabilities.

    Whilst at this moment in time we are unable to provide enforcement on this section of road as we do not have the legal right to do so, Surrey County Council have started the process of applying to have this stretch of the A23 included in the civil enforcement area in Surrey so that we can enforce the restrictions in place. This will involve a lengthy process of updating Traffic Regulation Orders, which are the documents that makes all restrictions on the highway legally enforceable.

    Until such a time, unfortunately, I must advise that we are unable to carry out enforcement action on the vehicle you are reporting. If we had the power to do so, I assure you we would."

    They then followed up with:

    "Due to the time it takes for changes to be made to the legislation and Traffic Regulation Orders, whilst I am unable to give a definitive date, we hope this will be completed towards the end of this year or into early next year. Once fully complete, Surrey County Council will have the authority to enforce the restrictions here."

    So until the end of the year it seems like fair game to squeeze past. But try your best to avoid any unnecessary damage because that would be a shame for the owner who bought a house without parking then makes it everyone else's problem
