Signs inoperative in spite of road hazards

Yesterday at around 1300hrs, there were four cars along the eastbound M3 which, separately, had broken down and were on or straddling Lane 1, causing traffic to have to swerve. NONE of the previous hazard/warning signs had been activitated to caution drivers of the cars obstructing the lane. Several vehicles which had to make sudden lane changes were HGVs. This was a frightening experience, especially for the pedestrians who were out of their vehicles and also in the roadway (foolishly).
