Queue Caution Signs

Sent to National Highways less than a minute later. FixMyStreet ref: 7346329.

I drive this route daily, an you regularly have the "Queue After Jct" signs on at J8 on the M5 northbound, displaying "50" only for them to end after the jct when there is no queue. Are these set by a human or a faulty sensor? This is not a variable speed limit area.
