Fence falling

Hi, I live at 35 Eveleigh Avenue, BA1 7DH. My garden borders the A46 and there is a 12ft fence that runs along the A46 that is one of the fences along my garden. It was probably put there in 2007 (when Eveleigh Avenue housing estate was built) and the fence is beginning to fall into my garden. It looks like 2 of the posts have rotten (very wobbly) and I suspect if they’re replaced soon, it would mean that the whole fence wouldn’t need to be replaced, just the posts. It will in time, with ongoing wonderful British weather, collapse into my garden completely leaving my garden bordering with the A46, which isn’t ideal for my 2 children (aged 2 and 5). I would be grateful if you could direct me to who might be best to assess it - the fence stumps are on the A46 side (not in my garden) so I don’t have any direct access to them.
