Litter between junction 60 and 51

I regularly travel between junction 60 and junction 51 and over the past year have noticed a huge increase in the amount of litter by the roadside. I understand that the uk has had some intense storms lately but this cannot account for the amount of debris and litter ruining this stretch of road.
