Coned off section

I’d like to report the coned off section of the M5 at junction 5 including the 50mph average speed limits all the way to the M42 entrance….As work is now complete of the new lay-by’s installed, why is this stretch of motorway under such restrictions after work is complete?? Are you waiting for a Royal grand opening?? The two lanes that have been reduced to one lane only to get on the M42 from the M5 is creating an unnecessary bottle neck and for absolutely no apparent reason?? WHY ARE YOU WAITING for March opening if work has been completed earlier??
