Rubbish down the embankment from slip road and on hard shoulder

Hi, every year the rubbish gets worse and worse on the slip road, down the embankment down to the A1. It is a real eyesore now as the bushes are bare and weeds died back. Also the main carriageway is thick with litter. Is there a plan to clear this properly as it is highways land. Like I say it hasn't been touched for years and years.
