Pointless lane closures and speed restrictions

Sent to National Highways less than a minute later. FixMyStreet ref: 7083766.

It would appear that many cones have been left in lane 1 of the M3 and M25 when there is clearly NO work taking place. The Highways Agency seem to be closing entire stretches of the motorway system, despite work only taking place in small areas of the closure. Surely it's better for traffic if only short stretches of the roads are restricted, immediately around the area where work is taking place/ Why restrict so much of the road, slow down traffic and impede travel when it is unnecessary to do so?
