50 and 40 mph signs on stretch of road

There are 50 and 40 mph signs on this section (emsworth to havant A27 west) of road for no obvious reason, it is incredibly dangerous to do these speeds as 99% of drivers are ignoring these signs. This has been there for the last few days.
