Missing Louvres

Sent to National Highways less than a minute later. FixMyStreet ref: 7061002.

With the changed phasing of these signals, there need to be louvres on the 2nd set of signals (eastbound on A27) as you get a significant amount of See-Through between the first set and the 2nd set, and there are many seconds where the first set are Red and the 2nd set are Green (4.7.40 of LTN1/09) resulting in some vehicles believing they have right of way. Or the timings need to be put back to their previous settings where there was better syncronisation between those two sets of signals and see-through was not a problem
