NO traffic lights working on this roundabout

Late this afternoon we passed through this roundabout after coming off the A1M from Borehamwood/ Edgware direction into Hatfield and there were no traffic lights working on the roundabout at all as far as we could see. Every traffic light was completely off, with no temporary lights or signs warning off the lights not working. Everyone was precariously edging onto the roundabout. It seems likely there will be a bad accident if not quickly resolved.
