Concrete sticking out of floor in right hand lane

Concrete sticking out of floor in the fast lane (right hand lane). Suspected due to pot hole to the right. Very dangerous. I hit this in my car last night and had split my tire causing £109 worth of damage. Saw other motorist today with flat tyres pulled into pull in further down road with same issue.
