Heavy congestion and tailbacks at peak times

Please I have learned that the next Roads Investment Strategies exercise is going on now for the period 2025 to 2030. I can understand the need to plan ahead. I don’t know whether there was any consultation exercise and realise I am coming into this late, hopefully not too late! Please there is a piece of infrastructure which may have been overlooked and that is the need to upgrade the current roundabout on the A3 called the Ham Barn roundabout at Greatham, Hampshire to a flyover. At peak times on the North and Southbound carriageways there are unacceptably long tail backs as the roundabout cannot cope with the sheer volume of traffic with the associated pollution from exhaust emissions from slow moving or stationary vehicles. There is no other alternative route and drivers endure this ordeal every day. As well as this, traffic on the B3006 trying to get to Greatham from Liss, or Liss to Greatham have to wait as long as 10 minutes to get on this roundabout and get out the other side. The intervals are so slim and the speed of the traffic so high. This roundabout is the only constriction and bottleneck in between London and Portsmouth and should never have been considered for a major trunk road such as this. You previously constructed the tunnel at Hindhead to facilitate the flow of traffic there only for it to block up a few miles further on! A flyover is the obvious solution to make an improvement as it would presumably be less costly than making an underpass? I and thousands of other local residents and A3/B3006 user drivers would be grateful if this project is included. I can see the logistical challenge of building this flyover on an already busy working road but can see ways of doing it. Much of it could be made in prefabricated precast concrete sections and craned in at night while one side of the road is closed off. Thanks for the chance to write and I look forward to some feedback.
