Big lip on ramp up towards brigde accross bypass

On the twisting ramp heading up towards the bridge there's a big lip causing trip hazard and for me a wheelchair user is getting very hard to get up the ramp and over the lip while pushing up hill I have a picture of it just not sire how to attach it
