Drain caseing

Sent to National Highways less than a minute later. FixMyStreet ref: 6787108.

Yesterday I was going passed this lay-by and noticed the surround of the drain was up as I could see right through it ( I was a passenger) There are lots of drains in that lay-by so not sure exactly which one it is but here are, what three words for one of the drains in the lay-by. Leave. Broke. Spun
