Sign painted over

Sent to National Highways less than a minute later. FixMyStreet ref: 6770077.

When travelling clockwise on M25 all signs for M11 north are painted over in grey. I ended up passing the junction (i wanted to go to Cambridge) assuming it was closed. As I passed i saw other vehicles taking the junction with no trouble. I ended up having to go to J28 and turn around. Why are the signs blanked off?
