Sign marking the road closure 30 or 40 meters obscured on the left side of the slip road

Driving from Wales towards Gordano Services on M5, (M4 closed - so the other way available) prior to entering a slip road in order to merge onto M5, the electronic sign is visible but is placed above after entering the slip road, being impossible to reverse or change direction when indicates the road is closed The sign that indicates the road is closed on 20/11 between some hours is abandoned, obscured on the left side of the slip road about 50 meters far from the entrance instead of blocking it or warning the drivers before getting onto the lane entering the slip road. I followed a car and several others followed me, I don’t think it is legal and responsible what the highway maintenance does. It is not the first time or first place, and perhaps takes time to demonstrate your negligence and guilt in order to avoid penalty points and high fines.
