Broken traffic lights

I have read the most recent post on here and the responses so far are not explaining why the 40 mph limit needs to be kept on AFTER the traffic lights. I can understand why you want to slow the traffic in case the faulty lights turn themselves red, but to keep the limit so low after passing them makes no sense. If the traffic lights change randomly, it does not affect the traffic inside the tunnel. No one in there will suddenly slam their brakes on because they will not see the traffic lights that they have already passed turning red. The issue seems to be BEFORE the tunnel, but of course regular users of this piece of road are so used to the signs being left on 40mph when they don't need to be, they ignore it because it is not monitored by speed cameras. As such, the reason for the limit is totally pointless because a lot of the traffic does not slow until after the faulty lights where they know the speed cameras are monitoring them. As this has gone on for so long, I would have thought you would have invested in actually monitoring the speed limit before the lights, if you are so worried about the safety of the road users. On top of all this, we still have not had a reply as to why this is taking so long to fix. As the previous poster says, is someone chasing up the supplier every day to push them to get it fixed? It is a major issue on the network so I would have expected you to be more proactive.
