At the refuge - post no 188.7 - following a RTC in lane 2 at 10:45 am on Thursday 17 October I tried to make a call on your emergency phone. The responder told me she couldn’t hear me and I could barely hear her. She told me to call back and hung up. I called again but got no reply. The acoustic fencing is so dominant that it was impossible to have a phone conversation with anyone except within my damaged car. There should at least be an acoustic hood over the fixed phone, as what I had to do goes against all safety advice. The motorway was very busy, the hard shoulder was in use, and I was there for 2 hours and only able to make and receive calls in my car because of the noise. My concerns are: 1 the failure of my attempt to report the RTC from the fixed phone; 2 the huge noise that meant it was impossible to make or receive cars except within my vehicle, which was unsafe.
