Damaged barrior

Sent to National Highways less than a minute later. FixMyStreet ref: 6641361.

Previously reported - Damaged barrier East Lancashire Road, Junction 23 slip road towards M6 on Pedestrian crossing island. Driver has medical episode at the wheel, comes to a stop on the pedestrian island into the pedestrian barriers, colliding with the road signs and street lighting. I understand the location is maintained by National highways. National Highways have responded advising the local authority is responsible for maintenance issues of this nature on this road. The location is on the same side as the petrol station and not part of the adopted highway, the location is part of the national Highways network. Please advise.
