Difficult to get up with a bike, impossible to get down safely

Could a bike strip be added onto both staircases ( either side) ? I like to avoid the woodstock road as its simply unsafe and difficult to navigate and this is a perfect shortcut to get into town from Witney.

    Upon reviewing this report, it appears that there are no staircases leading onto or off the strategic road network at this location.

    For context, the A34 is elevated on a viaduct. After checking Google Maps, it seems the staircase in question is located between the railway and canal, connecting to the A40 Northern Bypass Road, which is maintained by Oxfordshire County Council.
