Very light floodlight

I don’t know if I’m contacting the right people, but there is a very bright floodlight (privately owned) that I would like to report. I was told by the police to contact highways england. The What3Words location is spots.sprinter.humidity, or round about those words’ location. I drive down the A3 late at night due to my job, and this floodlight is so bright that a car nearly hit me yesterday night. I’m unsure what you can do about it, but it could cause a major accident.
