Severe discoloration to concrete joint

Sent to National Highways less than a minute later. FixMyStreet ref: 6470215.

The overpass on the M62 has a jointing structure that is seriously discoloured and looks to be crumbling. I saw it at night, but it is clear on Google maps from 2 months ago. It looks quite bad, I ponder why the difference, could it be an issue?
