Noisy lorries

HGV lorries stopping in layby for hours with refrigerated motor running. It's very noisy for the houses just over the trees in the horsbere mews estate. Can a sign be erected to say no idling or turn all engines off?

We don't have the power to force vehicles, including vehicles over 3.5 tonne to not stop at a lay-by.
We also cannot force a driver to turn the fridge off, especially if the trailer is loaded with items needing refrigeration.
Ideally drivers should aim to stop and take rest rest at services where certain facilities are available to them, however if a driver is coming to the end of the daily driving limit, then they must pull over at a suitable stopping place; often this happens to be a lay-by. We'd recommend you contacting the transport management company to see whether the driver's route could be better planned to enable the driver to make it to a service station, where overnight lorry parking is available. Often, congestion or an emergency on the drivers route has an impact on where the driver ends up pulling over for a rest and these events cannot be planned for ahead.
