Water is bubbling out the road surface and also the pedestrian crossing next to it it’s coming out the floor like a little fountain

Continued water breaking through the highway at this location. As the Highway Authority, you should be carrying out pro-active action to establish the source of the water as this is now freezing and impacting highway users a winter.
