Why do the lights on the bridge still not work?

Sent to National Highways less than a minute later. FixMyStreet ref: 6349952.

The traffic lights on the bridge over the A453 were installed in 2021, presumably at huge expense given the number of contractors involved. They have never been activated and ever since there have been temporary traffic lights and road works signs on this road.

Can somebody please explain why these lights have not been activated and what the plan is for making them work. I am greatly concerned at the wasted resources associated with the installation and the ongoing cost of maintaining the 'temporary' arrangement (now 3 years old).
