Heavily vegetated and blocked ditch/culvert

Description of fault: I work for a company responsible of maintaining the drainage at St Johns Innovation. The site is currently suffering with surface water backing up and surcharging with rain fall. The sites surface water drainage system has been traced out to a culvert/ditch. The ditch is unfortunately extremely overgrown with vegetation, foliage and does not appear to be operating correctly. It is also suspected that some of the bank may have collapsed also restricting flow through the ditch. Would you be able to advise on the next steps as to who has ownership of the ditch and subsequent clearance.
