Part time traffic lights failing to activate

Sent to National Highways less than a minute later. FixMyStreet ref: 6244156.

The part time traffic lights should activate when there is increased traffic on the slip, for the past four days they have not activated at peak times causing traffic to build up on the slip road and nearly backup onto the motorway.
