Speed camera flashing under temporary speed limit

Hi am writing to report a potential issue with a speed camera located at M4 opposite to the shepiston lane and before the exit to terminal 2 and 3 near St Pauls close that flashing on the cars even though driving under the speed limit. I work in airport so most of the time they keep temporary variables speed to improve air quality There were temporary speed limit of 40 MPH it's even flashing cars under 40 MPH Weather Condition was clear that time I believe the camera may be malfunctioning, as I was driving within the legal speed limit. I would appreciate it if you could investigate this issue and confirm the camera's accuracy.
