Obstruction to footpath

Every evening, a silver Ford Transit van (registration PX56 FWZ) parks partially blocking the footpath on Churchill Way North, Salisbury, right by the garden exit gate for 20 St Mark's Road. The owner positions the van so that its offside wheels are just off the kerb, posing a danger to passing traffic, especially larger and wider vehicles, which must travel wide to avoid it. I first noticed this issue several years ago and have observed it happening again in recent days.
